Yes, it says that a dog may not be kept outside by means of "restraint". No chains, kennels with a minimum size requirement regardless of the size of the dog.
Does a yorkie require the same as a Mastiff?
It also says all kennels must be at least 150 sq/ft, thats 10' x 15'.
I have a chain as well as 8 x 14 kennels outside and crates in the house. All of my dogs live in the house with me. Depending on current circumstances as well as what this weeks "musical dog" scenario consists of, might mean any one - or all - of these will be being utilized at any given time.
The people this law is attempting to target are not the only ones affected!! Combine the new "Dangerous Dog" law that is also currently being debated that would Severly affect ANY/ ALL venue of working trials if it passes... and lets not forget the mandatory sterilization that repeatedly comes up across the country... again - do we really need another law??????
Do you really think the "Bad" owners are going to care any more than they do now???? No. Puppy mills will continue to breed , cruelty in place now will continue to go on, and more dogs will continue to die for a multitude of absolutely unessary reasons. We don't need more laws. There needs to be enforcement of current laws.
