Hi George07,
Why did the breeder not want you to neuter your dog. I generally like to wait till a German Shepherd is between 18 months old to 2 years old to neuter them, when they are done growing. If you have a dog that has just one testicle that has decended, then that means the other one is up inside the abdomen, and the body will attack it and treat it like a foreign object. That can lead to getting a tumor from it, which down the road can possibably lead to cancer. How old is your dog? There is the chance it still may drop down.

It would be a matter of health in his case, to neuter him. I don't agree with the breeder either, that is a genetic defect that can be passed on to pups.
